In an urban city like Sydney, providing bike racks is indeed highly necessary. Not only do they encourage a healthy lifestyle amongst the locals but they also promote cycling as opposed to taking public transportation or driving. A simple facility would definitely go a long way in the developed city.
I should think that putting a bike rack up in the city would have to be done with some thought. People are going to want to make sure their bikes locked in storage aren't going to be in the way of everyone either you know!
